Teacher Evaluation System (TES)
The Board and Federation have developed teacher evaluation standards and procedures, which will be implemented district-wide effective with the 2000-2001 school year. The standards and procedures are described in the Teacher Evaluation System (TES) Manual.

The EIP will establish a joint TES committee to review and possibly revise the evaluation system for those teachers evaluated in every fifth year of service. The recommendation of the TES committee must be approved by the EIP prior to implementation. If the TES committee and/or the EIP are unable to agree on an evaluation process or are unable to complete their work by the 2005-2006 school year, the agreed upon interim evaluation process (Appendix E) will apply for teachers on the five-year cycle and for re-credentialing of lead teachers in 2005-06 and new teachers in 2004-05. If the EIP has approved an evaluation procedure and instrument for teachers on the five-year cycle before the beginning of the 2005-2006 school year, that new procedure will apply.  The parties agreed to consider a facilitator for the TES committee that does this work and share cost.
The current TES procedure and instrument will continue to apply to the following teachers:

·          Novice 3

·          Teachers seeking to attain lead teacher status

·          Teachers on intervention

·          At a teacher’s request (if resources are available)

·          Teachers seeking continuing contract status
